Here's what I wrote:
"This review should not effect cars over 25 years old, deemed as collector/historic cars.  Generally, these cars are not driven on a daily basis, therefore as with the original intent of the 15 year rule, their impact on road safety is negligeable.
I would assume that this review is infact aimed at persons importing 20 year-old cars for daily use.
Can you please clarify this issue?"

It's not as bad as saying you can't drive older cars on the road period.  Just challenging the idea that they should be inspected in some manner.
This car was sold many years ago to somebody in Wisconsin. I now am retired and living in Florida.

Except that in Canada even the most right wing politician will quickly jump on the most left wing ideas in the name of getting votes.  Don't for a second think I am trying to make this a political discussion, I am merely pointing out that "rights and freedoms" in this country are largely viewed as "privileges and permissions" and they are easily revoked for the sake of good press.  I guess what I'm saying is that we have to be on greater guard here for anti-car legislation because we are a very very easy target.
