From the factory....no, they are not neutral balance. There will be weights on the converter when using the factory flexplate and factory cast crank balancer.  :yesnod:

But : B&M makes a special flexplate which allows you to use a neutral balance converter on an externally balanced engine. So the answer you're probably looking for is yes.....it's possible to use a neutral balance converter with an externally balanced engine as long as you use the B&M flexplate for that application.  ;)

ok so if I get a new torque converter to use on my stock crank assembly then I must balance it.. and I guess I have to balance it mounted on flexplate, crank and damper once pistons are balanced.

You can't spin balance a converter mounted on a crank, the insides of the converter are free to flop around unless mounted on a transmission.

For spin balancing you need to use a flexplate that simulates the converter weights.
Pardon me but my karma just ran over your dogma.

so then how a converted is balanced agains the rest of asembly?

With offset weights or a B&M flexplate if using a neutral balance converter on a cast crank.

yeah, but I mean... I thought conveter/crank assembly was balanced together... so crank and converter are balanced separatelly to zero then...
