Fluid suppose to come out here?

Today I started the second day of pulling out my 318 for the 446 . a few days before the power steering bracket had cracked almost in half. once I took of the first bolt to the power steering bracket that also holds down the water pump on one side the bracket broke off completely. Now My "Real" question is  whent I took the broken bracket off the block the top bolt started leaking out Anti-freeze , although the bottom bolt hole was not . I thought this was an odd place for anti-freeze to be spilling out.  Is it supposed to be like that?

yes , most of the bolts on the front of a small block go into the water jacket
