i cant get any spark and the engine wont turn over without a remote start.  when key is in run position i get 4.8 volts at thge positive side of the coil.  i then get about 10 volts at the ballasat resistor.  are these low and if so what should i do to fix it.

       The batter is brand new and when i do this its on a charger too.

the battery should have 13.8 v , you should have 13.8v at the ballast with the key on & 8v+ at the coil
you sure the battery is good & charged ?

found out it was a bad coil and a faulty neutral saftey switch
