idle speed can't get slower

I just got done breaking in a rebuilt 440 with a new 6-pak setup.
I am not familiar with this carb, so maybe someone can just point me in the right place.
I turn the idle screw all the way out and still it does not settle down below 2000rpm.

Choke opens normal.

Heath, make sure the throttle cable isn't holding the throttle blades open. You might need to adjust the cable if that is the case.

the carb linkage between the carbs may be too tight & holding 1 of the out board carbs open , release the linkage & see if you it needs adjustment to hook up the out boards without opening the carbs
