can someone decode my fender tag on my 69 charger.I'm wanting to know if my 383 is a hp . on the block it sayes c 383   13    2  . the fender tag reads   g33 L31 m21 m31 r11v1x
                         a01 a41 b51 c16 c55 g11
                          y2 c6x z9 224 178125
                         e61 d32 xp29 g9b 302657        thanks

Just 6T9 CHGR

Starting from the bottom.........

E61........383 2bbl engine
D32.....727 auto trans
XP29G9B302657.......VIN #

Y2........light yellow body color
C6X.......black vinyl bucket seats
X9......black upper door frame paint (to match black vinyl)
224........Feb 24, 1969 build date
178125........S/O order #

A01........light group
A41....White Hat Special
B51........Power Brakes
C16...........console
C55.........Bucket seats
G11........Tinted glass (all)
G33........LH remote mirror
L31.......hood mounted turn signals
M21..........drip rail moldings
M31.........body belt moldings

R11.........Music Master AM radio
V1X.........Black vinyl roof

Your block should have an "E" 383 not "C" for 1969.....(although it could but "C" means 1966)
the 2  13 stands for Feb 13 cast date  (which would be correct for your 2/24 build date)

Check on the pass side of the black where the oil pan meets the block.....Your VIN # will be stamped there.

To answer your original question, no, your 383 2bbl engine is not an HP
