I believe that many panels were oversprayed back in the 70's. This paint is not that durable. It seems to deteriorate much like the argent silver. If a car looked good but had a weathered tailpanel, I am sure many people used a semi gloss or flat black spray bomb to freshen up the cars appearance.

I agree.  Black organisol.  I got a spray can from Totally Auto, Inc for $20/can.  Kinda expensive and really tough and durable finish I have found.
