sure looks like one ,
this charger left the factory  with manual drums  going by the fender tag , 
  now has a midland & ross booster with a disc brake master cylinder ,  that booster was only available with a disc brake master cylinder on A bodies (also  mopar sold an over the counter kit with that exact set up for  A bodies too ).
  so prolly someone has fitted discs used a aftermarket proportioning valve in place of a OEM one seeing as its not all correct 69 disc brake parts used  , or ! someone has used a midland & ross  power booster for the manual drums ( & the incorrect disc brake master cylinder) ( it is the correct booster for power drums on a 68-70 B-Body also FWIW a adjustable  proportioning valve  for power drums is a good idea IMO)
