valvetrain noise

1973 318 brand new everything bottom and top end,drivers side valve cover off.started car and a clacking sound still. using a wooden handle i press down on the pushrod side and the valve side of each rocker arm but sound does not stop.pushrods turn while engine is running. i soaked the lifters in lucas oil for about ten minutes. is that long enough? push rods turn easily by hand and are not loose.heads are off a 1980's 318 while the rocker shaft/arm assembly is original to the 73.heads were just rebuilt by reputable machine shop.so what do you think, lifter problem,maybe a bad cam lobe? HELP!!! ???
