Headrest hardware. Should there be 2 of these?

There's only 1 metal retainer for the headrests on my seats. The new hardware sets come with 2 per seat. Did they originally come with 1 or 2?

I'd say yes to 2 but one will work if i remember tomorrow I'll check my spare box. its just a retainer stopping the head rest from being removed if i were you i would leave it out that way you have options

I ended up buying the basic hardware kit and installed 2 per seat. It feels more secure than before.
