68 Charger, Have juice will not turn over or even click

68 charger, 383 will not turn over. It has juice but will not even click whats wrong?

Make sure it's in park or not in gear, jump the two large wires at the starter relay.

check and make sure the battery cables are clean and tight too.
starter wires loose, corroded, etc....
plumcrazy got you in the right direction as well though.  could be a neutral safety switch.
