What's the current draw of a blower motor,

without going through any resistors?

I need to pick a fuse size for the axle cooler on DC-93.

Remember gauge and length of wire can effective fuse. Look here there are interactive circuit diagrams that allow changing variables.  http://www.bcae1.com/
After that test by reducing fuse used until one blows under normal use. Use one just a bit larger.
