Prep for gauge face decals?

As I understand it the reason the 2nd gen gauge faces turn brown is due to corrosion on the metal beneath the factory face. Therefore I would assume there should be some prep work done to the metal prior to installing the new decals. Is it as simple as sanding them down or what? Has anyone used any kind of sealer to help the corrosion from returning?

The inst from PCG calls for them to be painted flat black so the lettering doesnt bleed through the decals

I have the decals in my garage, I can scan the instructions for you tomorrow if someone doesn't have them online already.  My understanding was that you needed to gently sand the face and paint it flat black like Chris already mentioned.
