i need to know how to get this bar off i took the 4 nuts off the bar and it will not come off

the drag link (centerlink)   it usually gets pretty tight - use a pickelfork (like what it used on tie rod ends) to get it off

hit it hard with a hammer righht at the joint , usually that is enough to get it to separate
