I see the parts needed to move the rear leaf springs in for a wider tire .So has any one done this to a 1973 Charger ?

Typically this isn't needed in 3rd gen Chargers because they already have such  wide wheel wells.

If I can a 15x10 wheel is that possible with the stock location of the springs ?
