Ball Joint Question

Does the rubber boot on the ball joint have to go completely down onto the entire assembly? I have the Moog parts and try as I might, I can't get these boots to stay all the way down. It looks to me like they just are covering the area where the grease is?

I'm facing the same issue. The original parts had a metal ring that secured on the piece but this new stuff does not so what's stopping the grease from coming out and dirt getting in is wishful thinking aparently.  I just wasted money on a set of these suspension boots and none of them have the retainer.  Not happy about this.
