will wiper end buff out?

I found a couple sets of 15B wiper arms, however, the end where it connects to the post that has the rivet thru it is kind of dull and dingy.  I don't believe its a chrome piece so my question id will that buff out and polish up nice or not?  Also, if it has to be taken apart to do it correct where do you get that rivet that connects it to the arm?  Are these hard to find or is it not even worth the time to do because these arms are a "dime a dozen" ?

I cleaned and buffed mine but it was still sort of dull looking. If yours need a lot of elbow grease and new rivets you might be better off just getting a repo set.
