that's just it. its actually a pretty nice tat.

My guess is that Dumbass went into the tat studio, told the tat Artist "I want something badass...like a car turbo, you know those round things that site at the front of the engine". Artist, not knowing much about cars, googles a car engine, sees the round alternator sitting at the front of the engine and sketches it. Dumbass eventually looks at it, and perhaps he's high or drunk or maybe doesn't know much about cars either, and tells the Artist: "That's a badass turbo tat...lets do it!".

Or what most likely happened is the guy getting the tattoo had no idea what a turbo looked like and just found a picture and took it to the artist.
