Reproduction panel question.

I've tried to find the answer with the search function but I couldn't find it so I'll do it this way....

why do reproduction floor patch panels don't have drain holes in them? 
The half floors and the complete floors do have them.

The drain holes didn't exist for the car's long term benefit.  It was just for the dipping process at the factory.  Once the car is done they are nothing but a drawback in the functional sense.
