69 headlight door actuators... fixing broken stud?

I have 2 perfectly good actuators and 3 of 4 "studs" are broken.

Am I correct in assuming I can just drill them out and hopefully back them out or are they thru bolts?

I haven't taken them apart (yet) but I really don't want to shell out for new repros or pay $170 each to get them rebuilt.
