heater value assembly

my heater valve assemble has been bypassed and i never fixed it right but now i want to. my question is have i only been missing the ability to adjust the heat or does it have another function. also, does one cable connect to the temp setting and what does the other cable connect to.

Is this for a 2nd gen without a/c?  One cable runs from temp slider to heater valve and the other cable from defrost slider to heat-defrost door.  The FSM shows how to properly set the tension on either.

Heater valve does regulate the flow of water so in essence you just control the temp yes.

The only cable attached the water valve is the temp control cable
