What old Plymouth has non power disk front brakes that can be put on a 70 roadrunner.

The brakes, themselves, don't know whether the MC is power or not. The best bolt-on disc brake conversion using factory parts is the '73-'76 A-body.

The F, J, M, R-body discs will also work but are somewhat controversial.

The F/J/M/R spindles have a slight change in dimensions.  

The geometry change is too small to be any real-world issue.  But it can make wheel alignment more of a challenge.  You will probably end up with the UCA alignment cams maxed-out. 

It won't be unsafe to drive or anything, just perhaps less than ideal.  Modern radial tires benefit from moving the alignment in one direction and the F/J/M/R spindles push it in the other direction.
