Installing front bumper....

So I searched on here finding that the steps for installing the bumper...to find bumper first, then valance.  Well, go figure, just because I like doing things twice... I put the valence on without checking for the easiest steps.  So... My question, is it possible to install the bumper with the valance already on?  I know the risk of scratching it up, but I will have some help doing this.

No valance has to come off , it goes on last , tried it also because some of those bolts difficult to get to with bumper on
