Sandblasted steel wheel?

Bought a steel wheel to use as a spare for shows. I had it sandblasted, went to pick it up and it had already started to get a little surface rust here and there. So my question is, is there a primer I can use to "STOP" or "KILL" the rust before I spray it black?

What steps should be taken? I do not want to have to re-do it later down the road.

use a phosphoric acid metal prep to kill the rust (dupont 5717s, picklex, even naval jelly or rustoleum rust stripper will work) and you can epoxy prime or if your just using aerosol you can get a high zinc primer (plasti coat and dupli color have them) and shoot your color. Sometimes depending on the moisture in the air, as soon as bare metal is exposed rust will start. Its fairly common same with sheetmetal on cars.
