How should I prep sand the grainy parts so as not to take away too much of the texture?

What should I use to seal it to the body once reattached?

sardillim

I wouldn't sand it,  just do a good job cleaning it and use an adhesion promoter

Why is it textured?  Is this part not butting up to a smooth paintjob or is it intended to blend with the vinyl top or something?  Just out of curiosity...

If you want to keep the texture just lightly scuff it with a sanding sponge, degrease and use the adhesion promoter and don't touch the parts without clean gloves after degreasing.
Extraordinary claims require extraordinary evidence.

Great, thats pretty simple. I've only bought adhesion promoters for plastics. Is it the same sort of thing?

They are meant  to match up with the vinyl top used on SE's.
