If I were you for that money , it's gone up to cover the cost qtrs , find some on here that's prepared to look car over for you , some one experienced in this sort of work , rear valance appears odd and could be full of filler  , over rust, pay for a proper inspection, cars in the back ground tell you he does this for a living but not how good he does the cars, if he's cutting cnrs , he won't cover it all, again some one experienced with these cars should look at it for you
