Power pack option?

Reading my 68 Service Manual today and in the specs portion of the 440 Engine section, there's a reference to "with or without a Power Pack Option"??  There's a difference in timing, camshaft duration and overlap, lift.....  between the two.  What's a power pack option?  Is it a Police interceptor?  This book was written before the 6 pack engines so it can't be that.
