Power to Both wires on VR?

So got my car starteed but alternator does not seem to be charing

Testing the the pins of the VR connector, I get 12V from the Blue (top) but I can also get 12V from the green wire, with the key in run position. Is that right??

I alos have my 12v at the batter terminals,  continuity between brushes on alt. NO continuity between brushes and chassis ground.

 what have you done to the car , replaced anything ?  was it ever charging properly ?
what year charger ? is it single field  alternator  or the later duel field , ?

68 Charger RT.

upgraded the alternator to a 65 amp 2 fld , installed new voltage regulator, added piggy back wire to amp meter to handle extra amps.

first time running wiht new setup so no, it was not charging  before

Be sure the alternator and regulator mountings are supplying a good ground

both must be powered, one with - field and one with + field... with key in RUN if you measure between both wires ( like if you are reading a batt ends ), must be around 12 vots. Just with Key in RUN

OK 
So put one lead of my mulitmeter on the blue wire and one lead on the green. I don't get a reading. ( Key in Run position ) 

I can put a lead on the blue and lead on a ground to get 12 V
I can put a lead on the green and lead on a ground to get 12V

I can put a lead on the battery + and lead on the alternator case and get 12V ( case is grounded )

I don't under stand how I am supposed to get 12V from the ends of the 2 FLD wires, they are goin to be positivly charged

GOT IT !!!

The regulator must not have been grounded well enough, I sanded down the fire wall a bit more and back of regulator and put a washer between regulator and firewall.

I am now charging at 13.6 Volts the car will not idle yet so I don't know what it is at idle but at least it is charging !!

incorrect. both are negative. you can't get reading there...

no, dual prong alternator needs both power poles being feeded to create the internal magnetic field. Different than earier alternators where one brush is pronged and the other one is grounded so getting at that moment the negative pole, the dual prongs setups get both brushes isolated, so need to be feeded from the exterior

The blue wire is battery voltage but the green wire is a variable ground supplied by the VR so (as you discovered) a good ground at the VR is crucial.
