I bought a set of repro center caps for my 70 Challenger I got the mounting bolts of the old and noticed there was no threads in the new caps?  Do I need to tap these or do I need a different fastener?  Should I get a self tapping bolt?

Just 6T9 CHGR

The original bolts should be self tapping.

The new caps do not have threads cut into them, just like the originals didnt.  Use the self tapping bolts to cut new threads.....carefully
