torque specs for the rocker arm shaft?

Hey there I just bought a 1973 charger and after buying new parts here and there I took off the valve covers to see a broken rocker arm shaft.. I ordered a new one but don't know the torque specs.. thanks again

Small block is 17 ft/lbs.  I snapped a bolt around 25.
