The top one is just the sticker that sits in a base with the red (or sometimes red white and blue) segments on the outer edge. #1 is the incomplete part, #2 is the entire assembly with base.

FWIW, my totally fu**d up original 69 SE pads had the lower ones with the red band on it.

The red white and blue were used on some 1968's. The earliest ones I do believe.
