EDIT:  I just remembered that it won't work because they are suicide bombers.  They don't care about any punsihment because they have no intention of going to trial.

The pansies that run Portland don't want to take part in the FBI's terrorism task force so the mayor and city council knew nothing about it until after the guy was arrested. The Portland police chief didn't know until maybe a week prior and he could not alert the mayor due to FBI protocol (since Portland wanted to be left out of the loop). They've got issues with authority I guess since Portland is the ONLY city in the USA to opt out of this program. If it wasn't for the FBI intervening I believe a lot of people could easily have died because none of our local authorities had a clue. Stupid. I'm glad I live a good 10 miles from Portland.
