Loose housing for shackle bushing

My cars rear end moves sideways quite a bit so I started putting in poly shackle bushings and found that the bushing housing (pipe through rear fram rail) a bit loose, wich takes the sideway stiffening effect from the poly bushings away. Are these pressed in or welded? Should I just weld around the ends of the housing?
