180 Thermostat sticker on the 68

Hey Gang,

Just going over some details here on my co-worker's 68 Charger R/T.  I see on his radiator support that he had a 180 degree thermostat sticker, but his car was not a West Coast car.  He bought it new in VA.  It was my understanding this sticker was just on California cars?   Was this sticker on all cars?  Thanks!
