suspension question help

   my buddy is looking at buying a car and asked me this


HEY STU,
   HAVE MOPAR QUESTION.
1968 CHARGER.  CAR SITTING IN BUILDING BUT WHOLE FRONT IS SAGGING DOWN, K-FRAME ON THE DIRT.   JACKED CAR UP,  TORISION BARS ARE NOT RIPPED OUT AND BARS DO NOT SEEM TO BE BROKEN ANYWHERE.   BUT ON THE LOWER CONTROL ARMS THERE ARE ADJUSTING BOLTS AND "LEVERAGE ARMS WITH SOCKETS ON THE END THAT WORK WITH ADJUSTTING BOLTS.    THE RIGHT SIDE LEVERAGE ARM HAS SPUN COUNTERCLOCKWISE AND IS RUBBING INTO A-ARM AND ADJUSTING BOLT IS THREADED ALL THE WAY IN AND IS STILL NOT EVEN CLOSE TO THE SOCKET ON THE LEVEAGE ARM.  THE LEFT SIDE ADJUSTING BOLT IS THREADED ALL THE WAY IN AND IS SEATED INTO THE SOCKET.    IS IT POSSIBLE THAT THE RIGHT SIDE LEVERAGE ARM CAN BE CRACKED OR BROKEN AND SPINNING AROUND THE TORSION BAR????    ANY INSIGHT WOULD BE HELPFUL SIR

Sounds like either the rocker is no longer attached to the pivot shaft or the shaft itself has twisted/fractured.
