Gas Tank Pad Size?

been a long time for me on this forum.  I used to post regularly but stopped when I put the 69 in for storage.  Looking forward to driving the ol girl again.  The tank had some holes so I bought a new tank and pad.  Today when I was going for the install i noticed the tank pad I bought from year one seemed short.  It left about 10 inches of the top of the tank exposed.  The old pad covers the entire tank.  I checked my receipt and year one says they sent the right pad.  Are these not meant to cover the entire tank anymore?
