I was looking at this site because I'm shopping for used steel rims to use for winter tires.  So the first 2 I think I know........the offset range I'm assuming is variable depending on the car? 

The front and rear center bore is to clear the hub bearing right?

Interesting site, as you assumed the offset/ backspace will depend on the car, a, b, c, e, bodies, and the different body style generations, leaf spring locations, wheel width and upper ball joints, etc. And yes the center bore or hub diameter is the dimension you are given there. I had borrowed my friends 18x7 1/2 cop steel wheels off the new chargers and they fit beautifully but were not hub centric meaning the hole in the center of his wheels was substantially larger than the hubs on my 73 charger's discs, and axles.
