Short of buying an "Alter K tion" kit how can I possible lower the front of my 69 with the torsion bars and not have it handle even more sloppy?

Um, you can adjust the torsion bar heights bolt in the lower control arms.  The alignment issues caused by lowering the stock front end are mainly just an increase in negative camber.  And this is luckily a good thing for modern radial tires so you have to go pretty far before it becomes any real problem.

If you're concerned about the lowered stock front end being too soft and hitting the bumpstops constantly, then you can get stiffer torsion bars from the aftermarket.  But either way the limit on lowering is mostly inherent with the unibody itself.  (Lower it too far and the exhaust headers will usually be the first thing to get smacked on a speedbump, regardless of which type of front suspension you have.)
