need smaller carbs...

Well guys here's the thing...   I am looking for ~400cfm 4bbl carbs...    seems no one makes these things new - smallest i can find is 500cfm...   I am looking at a dual quad set up for a 318 and am wondering if there is any way to cut down on the cfm rating of a carb...   I can just get two 500cfm carbs and try to cut about 150-200cfm out of the system some how (if its possible) - or i am stuck looking for the mythical Carter 9400 carbs....      The only alternative is to just do my original plan of mounting dual 400cfm TBI 2bbl units...   

so my question is ---> is it possible to cut down airflow through a carb with accurate results ?
