fender tag question ? two sets of holes ? 2 tags ?

i started the motor compartment resto on my 73 rr , i remover the fender tag and put in a safe place . as i was stripping the paint on the inner fender where the tag goes i noticed antoher set of holes that are for antoher tag . did all the inner fenders get drilled out for two tags ? my car is very low option so i cant see a reason for another tag ?

Some cars do have an extra hole (or holes) spaced exactly right, but nothing went there.

Some cars used a second tag as well for inspection marks only, no sales codes.
