I'm guessing eBay killed the first "auction" since it appears to just be an ad for individual engines (or "packages") that you have to call and get a price on. There are no specifics - you have to call to even find out what they have. I had a similar situation last year when I wanted to purchase a car (with a BIN) and the seller informed me that the auction was only to advertise that he'd have the car at the Carlisle show - for double the BIN price.

That guy is about 1 1/2 hrs from me,he's been trying to sell that stuff for almost a year.
