iS IT POSSIBLE TO DO A TITLE SEARCH ON MY CHARGER TO FIND OUT THE PREVIOUS OWNERS? THANKS

Depends on where you live, and if the the owners are in the same state/province as you, Here in ontario, they will only search previous ontario owners, not other provinces or states  :scratchchin:

In Ontario it only will go back as far as 1973 (I did one on my parts car and that is as far as the records go on the computers)

And I think it will only check the history for the province you do it in
