Purpose of this bracket?

My car was pretty complete when I got it but there wasn't anything attached to these brackets and they were just hanging.  One on each side of the rear fenders.  It looks to me like they hold a cable.  Can someone tell me the purpose?

Looks like someone repurposed a 727 transmission kickdown lever?

The guy I bought the car from said maybe emergency brake cable but wasn't sure.   It would make sense due to location but I have never seen any routed like that.
