If weight doesn't matter, build a wooden box on a pallet to surround them so they don't get dented.

the quarters i bought for my bronco were wrapped in plastic then put in a box and then some of that expanding foam was used to hold them in place along with a butt ton of packing peanuts

Go down to your local body shop. They usually have large boxes, they're getting fenders & quarters shipped to them regularly. Bumper cover boxes work the best. They're double-walled cardboard.
Most are happy to just to get rid of them. While you're at it, ask them for some of the foam wrap that was around the part that came in the box. One stop shopping.  :D
