Why is it when you purchase an aftermarkt sump pan you don't get a dipstick with it?

Got a 7 quart sump pan on the 440 , when fillled to the correct level on the stock dipstick it takes two gallons of oil ,what is the correct ammount of oil to put in the 440 with aftermarket pans?

Think this has been the cause of excessive oil consumption.

Was there any oil in the oil filter or was it dry. Total capacity should be 8 qts (2 gallons).....7 in the pan + 1 for the filter.
