I have to say that I had to look up what was exactly meant by most dangerously drunk.

"Men's Health used statistics such as the annual death rate due to liver disease and results of a CDC study estimating the number of people who have five or more drinks in one sitting. They also looked at the number of drunk driving arrests using FBI statistics and fatal traffic accidents involving DUI. (Those numbers come from the United States Department of Transportation)."

that and I am sure they do not consider that some of those larger cities have a larger population of taxi cabs and mass transit systems that negate the need for drunks to drive.
