Can a stock converter be locked up with a kit ?

There's no way of turning a non lockup converter into one.  You would need a lockup style converter and transmission.

yes, the lockup operation is controlled within the transmission by a lockup solenoid which engages inside the torque converter. if you really wanted a lockup converter system, I would highly suggest the keisler housing matchup to the 4l60e option.
