Oil at base of plug thread

When I checked a few plugs recently I noticed some fairly fresh looking oil at the base of the plug threads.  Does that mean anything to anyone?  Most plug pics I see have clean looking threads after the first 3 or so at the top.

Doug ; oil is getting into the cylinder somehow....either the rings or valve seals.
