69 charger advise please

Hello all,
I am considering the purchase of a 69 charger that was rebuilt two years ago with a 413.  It is in good shape with some minimal bondo in rear and is going for a firm $23K.  The car definitely needs tie rods and ball joints and has considerable slop in the steering.  Windshield wipers and the vacuum system on the headlights do not work.  The 727 has a reverse shift valve body which I would like to return to stock.  It also has 4:10 gears that I am concerned may not be ideal for cruising around town or highway driving.   I would appreciate any feedback regarding the significance of some of these issues with the car as well as the price.  Thank you.

Pictures would help a great deal, and without them it's really hard to tell. Still, from the way you describe the car, it sounds kind of rough and not worth $23,000 in my eyes.

Doesn't seem like a bad car at all.  The suspension issues aren't anything to worry about, and the list of 'mods I can certainly appreciate.  However, if you can't check this car out in person I would walk away from it.  A million pictures and words won't ever compare with a first hand examination of the car, and who knows just what exactly is going on with that car.

Additionally, arguing about the high cost of muscle cars and their parts and the vast conspiracy to keep their prices inflated is pointless.  The bottom line is that muscle cars and their parts are rare and becoming even more so, and there are people with money to spend on these things, therefor prices will continue to rise despite what we common folk think the prices should be.  The only way the high priced madness will stop is for the desire for these things to die out, and we all know that isn't going to happen...

23k doesn't seem that out of line to me. as long as it's not a rust bucket and I don't see any pictures that convince me otherwise. if you're seriously considering it. then hire an appraiser, local to the car to inspect it or hop on a plane. 23k isn't alot to pay for the badest muscle car out there, but it had better be in pretty decent shape. those pictures just don't show enough.
