Finding a car owner by VIN #...how can you do that?

Hi Guys

When I pulled my '70 Charger out of a storage lot in 2002 there was also a '68 sitting there...and it's STILL there. Being a glutton for punishment I have the VIN# and I'm thinking about tracking down the owner and making an offer...but the problem is the "internet detective agency" I used to find the owner of my '70 does not exist anymore and I can't use the DMV since I don;t "have a legal intrest" in the car (land owner/tow service ect.)

Any one have any idea besides a REAL detective?
